Two numbers get quoted most and neither tells the whole story on its own. Sensor resolution, typically 384x288 or 640x512, sets how much detail the image holds. The objective lens is what drives detection distance: a 25mm lens suits close scrub work with a wide field of view, 35mm covers most general pest control, and 50mm and up is what you want for open country and long identification ranges. NETD indicates thermal sensitivity in poor contrast, but image processing has just as much say in the final picture. A sensible first purchase is a handheld monocular for scanning, then a dedicated thermal scope or clip-on once you know how you hunt.
