This is the replacement threaded hopper and cap for the RCBS Uniflow Powder Measure III (UPM-3), for a reloader who has cracked or lost the original. It screws straight onto the UPM-3 body.

RCBS lists it as item 9031 (legacy part numbers 7109030 and 20044710); it suits the UPM-3 #9016 and the UPM-3 Competition measure.
