Buying used is the cheapest way into a quality European or Japanese gun. A well-kept Sako, Tikka, Miroku or Beretta will outlast a new budget rifle and holds its value far better, and a barrel with plenty of life left is usually the difference between a bargain and a project. Pre-owned is also the sensible route for a first centrefire while you work out what you actually want.
